Referrals. VAR does nothing (other than off the ball missed violent conduct) until asked

by either Manager or captain.

They are always convinced they know the rules and are right, so leave them to it.
Captain and Manager get 1 review each per half (so 2 per team).
Like cricket, get it right and they keep it, get it wrong and its lost.
If its unclear i.e. cannot be established within 1 minute (or something) the onfield decision stands and the review is retained.

Really is that simple.
