I think the main difference is that we now lump it together

It used to be staggered based on that ranking, and remember all the fuss a couple of seasons ago when membership could trump previous attendance, but now it' clear that our membership totals across all bands are normally just under the allocation so no need to stagger, but it does mean things go quickly.
And I think what is fair, she says speaking as someone who doesn't go to home games now, is that home season ticket holders don't have priority over people who do travel away, either through necessity, desire, or stupidity. Those season ticket holders who do want to go to away games, tend to do away membership. IF they didn't have to do that, then the whole thing would be even messier.
