They are two separate requests

We weren't willing offer our bases to be used as a launch pad for what will probably end up being declared an illegal war.

But whether we like it or not, those strikes went ahead anyway.

So as Prime Minister of the UK, he now has an obligation to protect our personnel and their families in Cyprus and or allies in neighbouring states who have subsequently been caught in the crossfire. For that purpose he has given permission.
