What you miss is that for each tactical system and its adjustments you need specific skill sets and fitness levels for each role within the system.
You cannot come in mid season and drastically improve the skill set. You also cannot immediately improve fitness. Therefore for an effective short term turnaround you need to adjust your system to find the most effective to suit what you have.
In the meantime you can gradually develop the rest and adjust closer to your end goal as a system but it won’t happen within the scope of a single season.
So. The three are all married together.
