"One of the best" would be fair.
To be given the "best" label you'd have to be clearly superior to the rest of the field and reliably consistent. Pukki was that (until his last season). Sargent became one of the best, although usually for half a season, disappearing with injury (or in this case throwing toys) when most needed. I don't think opposition fans were terrified at the thought of Sargent destroying them the way they would have been with Pukki.
