German character representing double s, usually when it is pronounced as a hiss

I haven't watched MOTD for years. Do they usually apply eg accents in names of French or Spanish origin or the Scandinavian o? If so, this is fine, but if they don't it would feel pretentious in this one instance. Also, what is on the back of his shirt?
