The landlord of the White Hart has been the same since 2019. I've now looked it up and

'officially' Business rates are based on the property’s rental value, not how good the landlord is. They don’t go up because a pub gets popular. Rates do change for structural alterations or at revaluations and in the case of the White Hart a new outdoor seating area was added a couple of years ago so that might be part of the reason.
