ICE's very limited powers vis-a-vis US citizens don't appear to be obviously relevant in this particular scenario.

Ultimately, they were a gang of masked gunmen not displaying any identification bawling out incoherent and conflicting commands to people protesting lawfully. One of whom was killed, in a situation where a competent trained officer would have simply stepped back.

Given 'might is right' appears to be the new basis of US domestic and foreign policy, they will get away with it. And apologists on both sides of the pond will enable it.
