The vests are from Amazon and the like - they buy their own kit (its why they look an utter mess).

Given she wasnt parked in their way (the first ICE car driver around her fine) and they weren't obstructing a federal arrest etc, the ICE goons had no authority to tell her to do anything.

That she was obeying the one telling her to drive off, when she got shot three times by the one standing in her way, just sums up the piss poor training.
