Because some people use toilets differently

I saw this sign years ago in a Tesco distribution centre.

The seats were broken. Now they have solid seats that are part of the toilet that don't lift up or have lids. So you have to sit on the seat were some people put their dirty shoes and because the seats don't lift up there is sometimes piss on them too

Years ago when I was a little kid there was a sign on a friend's toilet that said "if you sprinkle when you tinkle, be a sweetie wipe the seaty"

I was always taught to lift the seat before weeing so I never leave piss on the toilet seat. And I was taught to shut the lid after I've finished using a toilet. Plus an old ancient chinese proverb says something like man who leave toilet lid open loose money down the toilet
