Zimmermann was meant to be a backup but came in quite rapidly when it was clear that Franke was awful.

So while in general I agree with your assessment, it depends on what happens right now. Farke and Webber did something about it. I think it was a bit faster than this stage but not sure. Took a while though and the result was essentially avoiding relegation despite having players like Maddison playing. Took another summer window before it really all came together.
