That's not how it works

Everything is for sale, on terms with a price.

Key is here if we want it then the owner knows they can get a special price.

If we think the hotel might need the cash more down the line then it's smart to say we don't want it and wait. Would guess it's due a fairly major return soon, at which point they might be much more tempted to see for what it's worth.
