The Final part of the plan is to enlarge the City Stand over Carrow Road.
By closing the area behind the Barclay for a "Fan Zone" now the argument over closing and building a bigger stand over the "unused" bit behind the main stand is easier to argue in the future.
The South Stand isn't really appropriate for Away Fans as in order to segregate you close off 5-6 columns of seats. The River End Lower has fewer tiers so less seats will be closed off meaning an increase in availability for home fans and the acoustics of the South Stand act as a megaphone amplifying their noise which will have less effect in the new stand.
Appreciate Ben's comment re moving especially after 35 years but I believe that there are more nomads in the ground than those rooted to one spot.
My issues with this are the appallingly bad communication when they have established routes available to them to release beforehand - especially as it was leaked well in advance and the assumption that trying to get the away fans to walk to/from County Hall will be a simple exercise without the need for crowd control.
