While water is leaking onto your fusebox it isn't unreasonable

to withhold rent.

Divide your rent by 365 so you get a daily sum.
And for every day that passes without the situation being rectified you withhold that amount.

And/Or report them to the local council and say you feel your living condition are dangerous.
