least partially funded by the profits from the fan zone, factoring in more seats = more fan zone customers scaled up based on how well it does or doesn’t do.
If, as Hendrikus says, it falls flat on its arse, then they already know it won’t generate enough to contribute a sufficient portion of city stand expansion over the ROI projection.
I get the feeling the fan zone is a moderately low investment and therefore reasonably low risk initiative to explore the potential as a means of funding projects like the expansion.
I do think they’ve underestimated the impact of moving the away fans though.
