Yes. One Queen per nest. Once the Queen dies a few things happen.

If the Queen dies by insecticide or naturally the Wasps all assume they are under attack and they go get help from nearby Nests so they all pile in for a few hours.
Then they all leave slowly after a few days, giving up on a lost cause and never to return,

So - never remove an old wasps nest as it actually deters re-visits in the future.

Wasps nests are 75% made of Laurel leaves. If you have Laurel trees in your garden - you will get wasps.
