Advertising boards; photog pits. Even at top level there

are plenty of potential hazards.

Most clubs below step 2 (Conf N & S) have pitchside fences/barriers, many made of steel and I've seen virtually none with any protective padding.

Will this be judged as a freak accident or will football attempt to eliminate hard surfaces surrounding pitches?
