The history of ID cards is a bit tricky

Historically Britain hasn’t had them, and there was a resistance to it as it was seen as a bit reminiscent of autocratic regimes. Technically some countries, including EU ones (Spain and France, for example), require you to carry ID at all times. When Cameron was doing a pre-election tour about 2009/10, he came to Norwich and was asked this very question and ridiculed it as un-British. (In fact he joked about it being German, and the Germans don’t require carrying it…)
