because taken literally, it's obviously true

but I think it was (possibly) meant to imply that foreign people are in some way generally nicer - I think some people have a lazily romantic view of foreigners and things abroad - that it's full of wonderful, well meaning people, keen to leap out of bed every day to contribute to society ... unlike their own grotty little island
