The rules are the problem

Textor was clearly not the controlling party at Palace, while Mariakis undoubtedly is at Forest.

But Forest ticked a box and jumped through the UEFA-mandated loophole, [and probably making a false declaration, IMO] while Palace answered in all good faith and were punished for it.
