What an odd wording

higher (including, in the case of a Championship Club, the
Premier League);

Why is the Premier League 'higher' specifically for a Championship Club?Surely it would also count as 'higher' for a League One Club, so the wording could just say "higher (including the Premier League)" with no mention of the Championship.
