I might make it a sub rule of a more general rule

That anyone failing to f**king well take responsibility for his own actions or inaction will be shot etc etc.
Whilst I appreciate that that's a somewhat open textured rule of unpredictable effect, I'll be the judge and people will get the idea over time.
