england 66 were poor,w germany 74 lost to east germany in the groups. italy didn't win a group game in 82, and france were very dodgy in the groups in 98.

in fact the only european world cup in the last 40 years where the winners looked good throughout was germany 90. and only european countries have gone on to win them. so rule out brazil and argies. and there ain't a lot left.
