a quick google suggests the hm treasury dept has 1,967 employees in full time employment and that for broader civil service staffing, the institute for government lists the treasury as having 3,125 staff, which includes all core civil servants within the wider departmental group—not just HMT.

i would imagine in a workforce of 1,967 there would be an element of competence/expertise.

it's not like she is doing this s**t all off the cuff on her todd. unless she is.
