They didn't try particularly hard as it was in the US' interests to keep Europe dependant on US arms/support. It gave them a huge amount of soft power and a huge market for US systems.

Trump is a pillock who doesn't think very far ahead. NATO spending more money on what will now be predominantly European weapons is not good for the US.
