It can be argued both ways:-

Your way sell first and then the club you are trying to buy from know what you have just received or
Spend first and the club buying from you know what you’ve just spent and that you need to sell to balance the books.
Ultimately it’s all a load of rubbish because you should set your value of what you think a player is worth to you and work from there
