If the goal is to progress, and we accept that £££ is always a limiting factor, then you need one or both of your manager & SD to overperform.

If neither do, then you either cycle through new ones until you land on someone who does, or accept that there is a ceiling to what your £££ can achieve (and we saw with Delia that the fanbase is never going to tolerate that).
