Yes - I think it is. Certainly if we think back to promotions under Lambert and Farke

when we didn't have deep pockets, we had a combo of them all.

Although probably not much on the youth development side in the Lambert season. Chris Martin didn't score very many that season, with lots of sub appearances, if I remember right, and Korey Smith didn't play that much either.
