When you get people from impoverished countries coming over to work for a fraction of the wage and live in squalid conditions it’s impossible to compete. Especially with seasonal work. It’s not uncommon for Eastern Europeans to come over for a few months a year, earn just below the tax threshold and f**k off back to their country with a wad of cash.
