Both the Tories and Labour know immigration is unpopular and that they could theoretically increase their popularity by slashing it. Unfortunately for them they (unlike Reform) actually have to run the country, and since the country simply won't continue to function without lots of working age immigrants to support the massive ranks of extremely expensive non-working pensioners we are saddled with they are rather limited in what they can actually do. And so would Reform be if (god forbid) they ever actually got into power...
