The form issue would not have had anything to do with the SEO people. Almost certainly the hosting company was to blame here, unless your partner was not receiving emails at all in which case the email people are to blame.

Given that your partner has had a good experience with the SEO company thus far, I would recommend sticking with them and just looking for new hosting and email provider.
