Data based player signings

A few of you answered some of my questions on this subject saying that every Club uses data as part of transfer signings but one question I asked which no one answered was if the likes of Omari Hutchinson at that lot down the road is bought for £20M and we sign Jurasek for £5.8m, does the data suggest that Hutchinson is nearly four times better? Serious question, not being flippant. Or is it just the case that data gives and indication of a players strengths and weaknesses but the price paid is simply down to what the buying club are willing to pay?
