I think the FA essentially say what Saucerer suggests; i.e. no actual evidence of that

The video evidence showed no greater level of rough treatment than would ordinarily be expected. Doubt it would have made much difference anyway.

You’re right, of course, that kind of thing shouldn’t be allowed. But it’s no excuse either.
