For the stabbings to be declared terrorism, the Crown would have to prove specific mental elements. They obviously don’t feel able to do that (yet). He didn’t declare himself a jihadist at the scene (unlike eg the Borough Market stabbers or the Fishmongers Hall stabber), so didn’t out himself at the time of the offence. Plus they’ll be aware of the public order implications if they do
Standing back from it, though, a mass stabber these days is likely to be either a nutter or an Islamist terrorist, and given his possession of an Al Quaeda jihad manual I think I know where my fiver is going as between those two
