I think the worry is that he learns from his ineffectiveness last time

where he had a lot of people around him who constrained him. If he has more enablers he could be more 'effective' including undermining democracy itself.

I'm not sure how organised the whole Project 2025 stuff is but there are definitely people with an agenda that they want him to enact, e.g. Musk.
