The only thing keeping India and Pakistan from killing each other again in another war is the fact that the other side has nukes.

---> EXACTLY - MAD (Mutual Assured Destruction) - the leaders (hopefully) of Pakistan and India can be
relied not to nuke each other and not to let nuclear material fall into undesirable (non government) hands.

Likewise Israel understands the reality of having these weapons.

However can you really say that about the regime in Iraq???
You may be right re an Isreal - Iraq / US - Iraq stand off (MAD) but do you want to risk it?
