1995 law rewording

In 1995 came a subtle change to the wording of the law so that a player was deemed to be active if he was "gaining an advantage by being in that position" rather than, as previously, if he was "seeking to gain an advantage". VAR doesn't know what the player was thinking on field Ref has to make the judgement.
