Have I got this right?

Worthington has spent so much of our money transforming a championship-winning side into mid-table also-rans that we now can't afford to sign a journeyman midfielder from Plymouth.

I wonder if, on reflection, Neil Doncaster thinks that the policy of allowing an ex professional footballer to spend vast amounts of money as he sees fit, without question, is really that wise?
