Yes. That is true, Privatised water companies

could indeed have generated money to invest in the infrastructure required to drag the water industry in to the 21st C. But instead they creamed off loads of cash to pay fat bonuses to their top brass and shareholders. And the Tory (and Labour) governments sat on their hands .
