should be ten hours in a day ten days in a week, ten weeks in a month ten months in a year

what do we want? decimal time, when do we want it? in ten minutes. each decimal minute to be 100 seconds long, each decimal hour to be 100 minutes. makes perfect sense. sort it out knapper.
