man city will argue (probably with good grounds) that they are "failure to disclose" and "failure to cooperate" rather than actual breaches (in 103 of the 115). they will argue against the others on the basis that the guidelines (since changed) weren't clear at the time.
worst case for them would be a points deduction (a fine wouldn't bother them) for this season or next but they won't mind as it has allowed them to be firmly established at the top pf the "best league in the world" what harm would a one season handicap be? if they did drop a big points deduction on them they could get relegated but would just pop up next season anyway and the championship would be a record breaking one season turkey shoot for them an nobody wants that. apart from peter drury. he'd love that eight off.
