Its clear he's a bit of a thick, dinosaur and definitely culpable for the way he went about investigating these claims, with, it appears, little or no interest investigating what actually happened! He's culpable.
However, he has already had the misfortune to give his evidence on this today, with the whole country watching on and the scandal completely at the forefront of the media. There were probably people way worse who gave evidence last year when this was not on the radar of so many. He won't recover from today in many ways, his name is mud. He did 9 cases as i understand it so he's right to say he was a "small cog."
