I guess it would be that it would be cheaper

To sell Carrow Road at city centre prices and use that to fund a new stadium on cheaper land outside. Rather than having to find £20m just to redevelop the city stand. I would prefer to do the latter but if a new stadium paid for itself, you could see why they might consider it
