Did you try an alternative method.

Contacting higher ups at the Coop and explaining your situation.
Linkedin is a decent source to get hold of the right people in management who could kick it back.
15 mins seems a bit short to shop.
Not sure why a shop would be encouraging people to leave stores.
I wonder if you did take it to court if they would agree that 15 mins seems too little time to shop.
