With regard to bars very much depends where you are staying. Central ones nearly all good but a bit pricey as it is a tourist city. Suggest you treat anything further out with a bit of caution (as you would in most big cities) but expect they are ok. Quite a bit to see in Lille - its a historic place - so don't spend all your time in the bars! Also very handy for Ypres, Passchendale etc if that's of interest. However you need a car for that - very well worth it if you haven't been.
