They're the minimum requirement. When public money is being spent there should be a duty to make sure there's value for money, and something like that needs a lifespan of more than 30 years.
I know what grade 2 listing is. What's the point of giving it that status if it's likely as not going to be uneconomical to keep it maintained and ends up getting demolished? It's pointless.
