I really want someone to explain the original Maddison deal to me

Why did Liverpool & Spurs not snap him up?
Where was he on our Going to Come Good scale? (Godfrey = 8; Sitti = 3)
Were there any behnd-scenes relationships that were relevant? (I think we had loaned Cov a few players, but surely cash talks louder than being mates)
