If they can keep the books reasonably balanced and settle in as a reasonably safe championship team, they can sell on (at a profit) to someone who has the pockets/risk appetite to push for promotion.
They need to find an Attanasio-type and convince him that, with a big dollop of cash, he can get Ipswich into the PL and then sell them on to an oil state etc etc.
I can't see pension trustees having the risk appetite to spend big, given the chances it probably won't pay off.
