And potential terrorism doesn’t mean it’s terrorism - this happens far more often than we hear about as emergency services always act on better safe than sorry premise (at least, once they can be arsed to do something at all).
If what we are hearing is true there were multiple deaths / injuries seemingly from being hit by a van, or perhaps some stabbed, all in a similar area but different locations
So I’d imagine first call comes in: police incident, second call escalates it to potentially linked and thereby triggers the entire terrorism potential, which then has a set of services which deploy including the biohazard lot.
Obviously it could turn out to be some massive plot involving something even more sinister, but the presence of certain personnel doesn’t always indicate any evidence of it.
Sorry to mansplain common knowledge but looking at Twitter and here it seems that’s not obvious to all.
