That is exactly the point.

Given the same quality of chance, top teams will do better both with that chance (scoring) and against that chance (defending).

When you hear a team won on xG it means nothing unless you add context.

The claim is it can be used to look at teams who are under performing.
The problem is in the case of bad teams the data is often false because of the bias.
